I have signed up for weekly email notifications for my child. The emails having been coming every Monday for a couple months, but are always identical and showing older data for assignments/attendance/etc. If I login to the app and look myself, I see the more recent assignments/attendance/etc. Would this be a problem with the overall system, a technical issue that are district would fix, or something that I've missed in my settings?

It is probable that your child's school has not adjusted the Parent/Student Access Term setting in the Admin Portal. This could cause you to continue seeing prior term data instead of current term data. You should notify your child's school.
