How do I export Student Course Requests for next year and email them to parents?

There is no built-in process to do that in PowerSchool. You cold likely isolate them by YearID and export them from the ScheduleRequests Table, but that wouldn't mean much to parents. 

You could use the Online Course Groups/Requests functionality in PowerScheduler.
