Will not link student to parent account?

I've been trying to register my student for some time now with the information provided by the school. When I go to create a new account there is no link students to my account or enter the relationship in anyway. My child is a returning student. I cannot log in nor create an account

It sounds like your school district creates the parent portal accounts for the parents. I know for my district, I have the "Create A New Account" disabled because parents forget their password and end up creating duplicate accounts. Duplicate accounts will cause many issues. 

I would call your school districts PowerSchool Administrator to get an accurate solution.
