The school district may not have released the Enrollment form for 2020-2021 or may have temporarily suspended it. I have attached an article here that will walk you through a few steps to ensure you are accessing the right form.
I recommend reaching out to the Enrollment section of the school district who should be able to assist you with the Access ID and password and also assist you in enrolling your child in school.
