If the Snapcode is correct, you would want to make sure that there is no space in the beginning or end while entering it because that would make the characters more than 15.
If you have verified that there are no spaces and still get this error message, I would recommend that you report this to the district and request them to resend the correct Snapcode so that you can proceed with the registration.
