Termination of Employment

I have never heard of if you are terminated/resign from the transportation department, you CANNOT work for any entity in the district. Basically, the determination is made by a NON-RESIDENCE of the community, whom may live in Kingwood or the Woodlands. I have been a residence of the community for over twenty years and not allowed to work within my district where I pay SCHOOL TAXES AND THE SALARY OF THESE NON-RESIDENT EMPLOYEES. Please help me make sense of this issue.
