Linking semester classes

Here is what I need to do, but I can't figure out the most efficient way given the choices I have.

I want students to have the same teacher for history, math, etc for semester 2 that they have for semester 1, but the hour that they have the teacher the second semester can change and I would prefer it change more than not.  I have tried section links for all possible combinations; One it seems like a time consuming option that I would like to avoid, 2 it was placing kids mostly in the same hour from one semester to the next which might constrain our schedule too much if I do that for all the core classes.

The teachers for the four core classes need to stay the same, but the other elective classes that fill in their day can change and the hour of the core teacher can also change.  

AI seems to think I should use the student preference constraint, but I don't know how to do that in mass.

@dinhs2025 I have attached the import template for Student Preference Constraints. This can be imported via Quick Import into the ScheduleConstraints table.

Via Quick Import. Quick Import is on the Admin side, not in PowerScheduler.
