Record Not Ready to be Started

“Record Not Ready to be Started
The matching roster record in PowerSchool Enrollment (student ID: ) is not yet ready to be started.”

I’m being asked to finish the returning student registration, but now I get this message. I have had continuous issues for months trying to do this - from maintenance to snapcode not working to this. I don’t know who to contact to help with this process. Can someone direct me?
