Search for Parent Access accounts not enabled in Guardian and Student Account Access

Hello,

I'd like to find all Parent Access accounts that are not enabled (under Access Keys in Guardian and Student Account Access). That, and/or a method to enable all that aren't enabled. Any tips to create a search for this are appreciated.
