Permissions versus Data Access

I have a question regarding the permissions needed for a member of an organization to be able to develop apps for that organization.

 

As suggested in another post, an organization could grant someone development privileges by, say, cloning their existing role into a new role and adding permissions to Develop appsAccess to app center, and Create New API Keys.

 

Would adding those permissions to a role change the data access/visibility for that role?

 

In my case, I can see my own students, groups, and classes, etc, as well as public groups and classes. My organization is concerned that if they were to grant me the permissions listed above, it might grant me access other students or private /administrative data - can anyone confirm that my data access would or would not change?
