When will reference letter links be sent out?

I have filled out and saved the information for my recommendation letter writers (for job # 041574, which requires recommendations), but they have not received a link at which they can upload their letters. Will the link only be sent once I submit my application? Or is there a way to send the link before I have finalized and submitted my application materials? Thank you!
