I have watched the video to link an old applicant account to a new candidate login. I did not receive the correct prompt or I missed it.
My username is Kel_Timm for my new and old district accounts. Is it possible to link these to accounts?

Yes, it may be possible — but you cannot do it yourself anymore.
If you missed the linking prompt in PowerSchool Unified Talent (Applicant/PeopleAdmin), the accounts cannot be linked later by the candidate. Only PowerSchool Support can link or merge them.
PowerSchool only shows the “link old applicant account” prompt one time, during the first login to the new candidate experience.
If that prompt is skipped, missed, or times out, it does not reappear.
Using the same username (Kel_Timm) does not automatically link the accounts.
PowerSchool Support has two options (they choose based on how the accounts were created):
Link the old applicant account to the new candidate login (best case), or
Manually merge the accounts, preserving:
prior applications
assessment history (including EPI completion)
profile data
You must contact PowerSchool Unified Talent Applicant Support and ask them to link or merge the accounts. District HR cannot do this for you.
When you contact support, include:
Full name: Kelly Timmermann
Username: Kel_Timm
Email address used on both accounts
Names of the districts involved (old and new)
Your applications are not lost
Your EPI results remain attached to the original applicant record
This is a known and common issue during the Unified Talent transition
