I've had someone call that they are unable to submit a reference check for an applicant
That is just sits there and says submitting and never goes through with a successfully submitted message

I am sorry to hear that the applicant is facing issue while checking the reference. I recommend clearing the cache, browser history, and clearing the cookies of the applicant's internet browser might resolve the issue. I have attached a knowledge base article that will help on how to clear the browser's cache/history?
And I also recommend trying to submit the application on different browsers.
