Transfer student

Is there a way to actually speak with someone regarding registration. My son is a transfer student due to his daycare and I don't see the option. I am not sure if it's not allowed or if I actually have to speak with someone, but one thing is for sure, this is absolutely ridiculous that us parents aren't able to get the assistance that is needed with school starting in less than 2 wks .
