Registration- done with registration, but can't submit because of missing items

I have finished filling out the registration form and I cannot submit the registration form because it says 

I am missing information. When I go back to review the "missing information" there is nothing missing and it's all filled out 100%. The section of 'Priority" is the section that says it missing information. I have filled that section on completely. 

How do I move forward?

I understand your concern, I recommend reviewing this article regarding the set up of priority of contacts.  The article should walk through how to set up the priority of contacts required within the registration form.
