Hi there I am facing the same issue. I am an admin and manually made the account for the parent. When they put in the temporary password goes to new page to make their own password with the required amount and says "You are unable to access your account at this time. Please contact your school directly for assistance."

Can you please check if the student is active within your school? We have seen this error occurring when the student is not active.
Did you ever find a fix for this? I've done the same thing and can't get the parent in because there are no students attached to the account I made for her.
I am experiencing this issue right now with just one parent. Did you find a solution?
OK I found the solution to mine. Even though the parent was marked as active under the Guardian/Student access screen it had not enabled "Data Access" under the actual parent account. Once I manually enabled the Data Access there the parent was able to login. Not sure why the access accounts screen wouldn't enable that access. Hope this helps.
