Currently, we do not have a report available to pull a list of the students that have withdrawn in specific school years in PowerSchool. However, this would be a great Enhancement Request.
You can also log this as an Enhancement Request on PowerSchool Ideas Portal so that the product team can take a look at this. This article should walk you through how to raise an Enhancement Request.
If you are unable to find a solution, you can build a Custom Enterprise Report.
