The Unified Talent Records team is working on making the 2020 W-4 form available as an E-Form in early 2020.
We would like to acknowledge that our existing W-2 forms have changed for the 2020 business year. This recent transition from the 2019 W-4 form to a W-2 form was due to a recent tax change. These changes are currently being tested by the Unified Talent Records product Team and will be delivered as soon as it is ready for release.

State W-4 forms are not available by default on Unified Talent Records since they are subject to the state's approval and compliance. Federal W-4 forms, on the other hand, are made available on Records and maintained by the Unified Talent product development team.
We recommend reaching out to your district's Designated Support Contact who would have to check with your state agency to find out if creating a digital version of the form is allowed, and if so, the district can create a custom e-form using standard e-form tools available on Records.
@abradshaw22 we opened a case with PA on this and the information we were given stated that the form was to be released on January 6th. The post below suggests a new timeline.

I would like to clarify that there are two products titled Records, one part of the Unified Talent product suite which caters to K-12 school districts and the other part of the PeopleAdmin HigherEd SelectSuite product available to Higher Education Institutions.
The Unified Talent Records product team is working to make the 2020 W-4 form available as an e-form in early 2020 for Unified Talent Records. If you are a district contact and your district uses Unified Talent Records, more information on the availability of Unified Talent Records W-4 2020 e-form can be found here.
The digital version of the 2020 W-4 form should be available in the next release window scheduled for the week of January 6th, 2020 for PeopleAdmin HigherEd SelectSuite Records. If your institution uses PeopleAdmin Records, you should be able to access an ongoing discussion topic on 2020 Form W-4 -- Availability in Records Module, linked here.

Is there a way to manually upload the federal W-4? There's an option to upload the state W-4 but not the federal. I have some employees who are completing hardcopy forms instead of completing them online.

Yes, we can manually upload the federal W4 by navigating to the top of the screen by clicking on the Filling button-> Scanning tool, or you can scan it to a file and upload the file.
