In the Jan 2020 release of smartfind, a mulit-select was added on the Job Inquiry report. It would be very useful if we also had a multi-select option on th Today's Job report.

Unified Talent SmartFind Express does have the option to prioritize substitutes for available jobs that have worked with the organization before a holiday/break, it is called the Holiday rule in SmartFind Express.
If you face any difficulty setting up this rule please reach out to your district's Designated Support Contact who should be able to work with the SmartFind Express Support team to request help setting up the Holiday rule.

I have a another question about the Holiday Rule Preferred list. If within a Search Rule there are certified and uncertified substitute per diems in the priority list, will the system search first for certified substitute teachers before uncertified teachers from the Holiday Rule priority list?

Prioritizing certified substitutes over uncertified substitutes is not the default behavior of the Holiday Rule.
If you wish to look into options to change the way the rule is configured, you can reach out to the district's designated support contact who should be able to work with the SmartFind Express Support team to figure out further steps.
