If the goal is a part of a submitted form then an Admin can unlock the form and edit the goal.
If the form is not submitted and you still cannot edit the goals, you would need to check the permissions settings on that form. You can update that via Configure > Eforms > Edit that Eform the task is using > Edit the current draft > Edit into the questions they cannot edit > Click show permissions > Make sure both are set to editable > Save> Save final at the bottom.
