PowerScheduler Engine Issue

For the past several years, we have been unable to run PowerScheduler on
any computer besides one administrator's desktop and this has become a HUGE issue. See error
message below.  How can we solve this issue? Note, he was not using his computer let alone running a schedule at this time.
