How do I run a Final Grade report that will show students who have no grades listed?

Thank you for reaching out!

Currently, we do not have a separate built-in report to run a Final Grade report that will show students who have no grades listed.

But you can use Export Historical Grades to pull this report by navigating to Start Page > System Administrator > Export Historical Grades and then filter as per your requirements such as students with no grades.
