Block phone calls to substitute option

Hello Support Team,

How do I remove the option on our substitutes' profile screen that allows them to check mark the box to "block phone calls to substitutes"?  I checked the menu option: Parameters --> Substitute and couldn't locate a "Turn Off' option.  Thank you.

To further assist, it would be great if you could share the name of the PowerSchool product in which you would like to "block phone calls to substitutes"
