I'm unable to reach the Pay Report Output Review. I have streamed twice and still, when I attempt going to the Pay Report Output Review I'm met with the message * No TEAC_202111B_*.RPT Found *

There is an article in the Atrieve Knowledge Base which would have helped you, but we can see your user account is "awaiting activation" so you would not be able to access it at the time.
