Reference Requests Process

Once my application is submitted, will the reference requests be sent by the system ?

I submitted my application and The only option I see  is to "send Email Reminder" for the reference entries I created. 

The  references show  an entry for  "Recommendation solicited" as "No".

How do I know if the reference request are send or required ?
