Job Application: "Background Questions" page is blank/cannot see any information

I'm trying to apply for a posting. The first page "Background Questions" appears as an empty white box and there is nothing visible to edit. I've tried several browsers, clearing cache, etc all with the same result. It's unclear to me whether I should be seeing something there (is it blank by design or is it an error?) Any insights?

I noticed the same thing when applying last night.. I completed the application, but I am concerned that the employer will think my application is incomplete. Please advise.

From what I have gathered, if it is blank then there are no questions. If there were questions you probably would not be able to click submit application. Unfortunately, schoolspring support and the developers are overwhelmed right now as such there are numerous design mistakes like this one.
