Is there a plugin or feature in powerschool that can produce
a pop-up banner across the page when Parent/Students login to notify them of COVID 19
changes to the school schedule or other COVID related items.

Using the 'Sign In Page Custom Message' page, you can add customized messaging to any of the PowerSchool Sign In pages. This displays the message or information before the parents/students log in. I recommend having a look at the documentation given below:
