I, like I am seeing so many others, have verified repeatedly all answers, boxes are complete and your system fails to let me submit.

I'm having the exact same problem. I've been looking for a phone number to call for the last 15 minutes. Crazy...

No page shows any error! All fields are filled in.
I also don't see any places where to entere the code.
Solution: if I choose that the student WAS NOT enrolled on the last day of school, May 23, 2019 in grades Pre-Kindergarten through 12th grade in Round Rock ISD (even though she was), I can submit the form.

@vgrebennikova Since you were able to submit the form when you selected the student was not enrolled in the school district in the 2018-2019 school year, it may be that the New Student registration form was selected instead of the Returning Student registration form. I'm glad you were able to submit the registration form. I do recommend reaching out to the school to confirm the correct registration form was submitted.
@vogtjrl Are you receiving an error message on a particular page in the registration form?
