Trying to re-enroll a returning student

I've been trying to re-enroll my daughter but I keep getting this message:
 
Record Not Ready to be Started
“Record Not Ready to be Started
The matching roster record in PowerSchool Enrollment (student ID: ) is not yet ready to be started.”
 
I've called the school and they see her on their end but I can not re-enroll her. I don't know who to contact to help with this process. Can someone direct me? Thanks.

Thank you for reaching out in the PowerSchool Community! Enrollment is managed by your child's school/district.  We suggest continuing to work with the School Administration and have them submit a ticket to the PowerSchool Support Team for further investigation to determine the root cause.  Thank you!
