Returning Student Registration Crash

In the process of completing Returning Student Registration, at Signature Page clicked 'Next' expecting to get Summary page to complete the process, instead received page 'Action Has Closed Online Returning Student Data Verification is not currently available.'

 

No confirmation email etc. PEASE ADVISE.
