Each upload field in a PowerSchool Enrollment form can only hold a single data file. If you have two separate PDF files that you need to upload, I would suggest attempting to combine them into a single file if possible, which will allow you upload the combined file to the form. If you are unable to do so, I would suggest reaching out to your school district to request that the second file be received in a different way.
