i'm a teacher. let's say I know a student's name and what course she's in. How do look at the homework she has submitted on schoology?

If you go to the assignment itself on Schoology, you should be able to see a list of the students who have submitted the work for the assignment and access the files they submitted, assuming you have teacher permissions within that course.
