Unable to download Schoology LTI1.3 doc

Hello,

I am integrating my LTI1.3 tool to Schoology and tried to access the document at https://help.powerschool.com/t5/attachments/attachmentdownloadpage?attachment.url=%2Fxvwqy85873%2Fat...
I tried using my schooltest.com account to login but still say no access right. It says contact community administrator. May I know who should I contact to get access?
