When I go to merge my Schoology account, I get the error "Sorry, you are not allowed to merge subscribed accounts into this account. For additional assistance, please submit a ticket at help.powerschool.com."
Powerschool's documentation tells me to contact here as well.

If you encounter an error message, “Sorry, you are not allowed to merge subscribed accounts into this account,” your previous account is registered to an Enterprise school with a System Administrator. Please contact the Support Contacts at your school for help.
