Power Scheduler Closing at Max not working

I have the courses sent at 25 and have checked close at max on both the section and course but the sections are going beyond set at 25. Not sure what I am doing wrong.

@jsuchyBe sure to check the "Close Sections at Max" box on the Load screen.
