OIDC setup link missing but enabled

Test machine has OIDC login to Microsoft setup for teachers and working but the link in system for configure OIDC Authentication is missing.

When I Manually add the "admin/security/oidc_authentication_setup.html" path that I get from my production machine it gives me a message about loading and in the background shows:

Anyone have any ideas... i'd like to get back to the setup screen...

I wanted to verify, are you working on the OIDC with PowerSchool SIS?
