Cannot Add Qualifying Criteria in IEP while in Amendment Mode

Hello,

I am looking for assistance in completing a profile for a student, we cannot "save done editing" without choosing qualifying criteria which we cannot do in amendment mode. I have attached screenshots. Please advise, thank you!
