It can take up to 24 hours to access community resources after your Technical Contact role has been associated with your account. Can you please check to see if you now able to access the link to the article?

I am able to access the article now, but am unable to access any of the downloads referenced in the article.

Are you trying to access all the download links on the article or only a few? We viewed the article links and those with the Technical Contact role should be able to access them.
If you are getting an error message when trying to access those resources, can you please let us know the error message. This way we can take a closer look to try and pinpoint the root cause and work towards a resolution.

I emailed business operations and it looks like I have access to the PowerSource side of things now, but no longer have access to the article.

We identified an issue with PowerSource downloads, however the issue has now been resolved. Therefore, you should now be able to access both the article and the download links.
