I have tried multiple times to process records and it continues to stay 34 are not processed.

I work with PS Enrollment-at the District level.
This could be an issue with your system setup. I recommend that you report to the Technical contact of your district so that they can work with PowerSchool Support through a case and troubleshoot further to resolve the issue.
