Free reduced lunch requiring me to complete section 3

I am opting out of free/reduced lunch and told I can skip 2, 3, 4 sections. However, when I try to submit, I am told that I have to fill out three missing things in this section. It brings me to Section 3, which I should be skipping since I am opting out.I cannot submit due to this problem.
