The features to send report cards electronically or upload them directly in the Parent Portal are currently not built in PowerPack. Sending them through physical mails/emails is the only available option now.
However, you can share this idea as an Enhancement Request on PowerSchool Ideas Portal so that the product team can take a look at this or vote up the existing enhancement requests for similar ideas submitted by other customers. This article should walk you through how to raise an Enhancement Request.
