I am the technical contact for our account and am trying to reach out to support to help upgrade our powerschool version. When I try to contact support through the links it says I don't have access.

Support for some products within PowerSchool can be accessed by all users by selecting Contact Support at the top of any page in the Community. Other products have more restricted access.
