I would have expected that you already have access to the eFinance Plus Forum. Can you please confirm if you can see anything when you go to Product Support -> Enterprise Resource Planning -> eFinancePLUS?
All that shows up is a drop down box that says all community and I can search content. When I select the drop down there is no option for eFinance. Below this it says "There are no boards to display"

We have re-reviewed your account setup, and it does appear that you should have access. However, it is easy to navigate the site without realizing you aren't logged in and these pages are secured, so definitely always check the top right of your screen to make sure you are logged in with this account.
tt does appear that you should be able to access the eFinance page and the case portal at this time. In case this access has been newly-granted, please make sure you refresh your browser (you may need to log out and back in) and try again. Here are the links to those pages you are looking for:

I am also having issues logging into eFinance sites you posted. I get an error that access is denied. I did verify my account, is there additional steps I need to take.
