Cannot access 2023-2024 Annual Update form

Hello, I want to complete the annual update form for an existing student at Shafer Elementary in Katy ISD. According to communications, it should be available as of today. However, when I click on Start, I receive the following error:

Record Not Ready to be Started

The matching roster record in PowerSchool Enrollment (student ID: K1908968) is not yet ready to be started.

Hi! I can't access the returning students portal. The website shows it is currently unavailable.
