Annual Enrollment update returning student

while attempting to complete the " acknowledgements" portion of the annual update and continue to submit the form i have one red flag on the acknowledgment section. I have reviewed the page and all selections have been made to parental preference but a red flag is still present and will not allow me to submit the form. Any suggestions as to what i have done wrong or not selected?

The entire form was even deleted and restarted and i still have the same issue. one red flag and i can not find the issue. please help.
