Returning Student Registration

I received email on yesterday morning to register my child. When I click on the returning student registration icon, it goes to the next page the message and it get stuck on the Student under Form. Returning student registration is unavailable.

The school district code is HEB.

Can someone assist me with this issue? Your time is much appreciated.
