Print Mailing Label Access

Anyone know what security access is needed to get the Print Mailing Label to appear under People > Student Administration > Print Mailing Label? I have two techs who are not able to see this on their people page. I checked their page level configuration and they do have it on default which is read only. I also tried testing it so that they have edit access under print mailing label, but still not showing up. Wondering if anyone has ideas. I called PowerSchool, and checked the same things I did, so they were stumped.

Screenshot 1 is what I have (admin level), but they are not seeing the print mailing label on their account.

Screenshot 2 is their permissions for that particular page.

I also enabled the page permissions, and went that route, but did not work.
