Course Sections Duplicating

I am trying to create sections under courses and every time I do it creates a duplicate section. The duplicate is section 1 but does not have any periods assigned to it. The section 2 that is created is the correct section. What am I doing wrong?

Did you ever get a resolution to this? My high school is seeing something similar.
